Full Infrastructure Migration to Oracle Cloud

A proposed 24-month plan to migrate Paramount's entire technology estate — streaming, ad tech, data & analytics, customer experience, media assets, and enterprise systems — from GCP/AWS to Oracle Cloud Infrastructure.

Update · October 2026

Since this analysis was published in March, Paramount began moving Paramount+, BET+ and Pluto TV onto one technology stack. Pluto TV's web app has run on it since June 30, and in August the company said the rest would follow by the end of summer. On October 6, Paramount closed its merger with Warner Bros. Discovery. The combined company, Skydance, plans to bring its streaming products, HBO Max among them, into a single service over time, with no timetable announced. The plan below predates both. Part 5 of this series looks at the data layer underneath that single service.

Executive Summary

Why OCI, Why Now

The Skydance-Oracle relationship creates a once-in-a-generation opportunity to transform Paramount's infrastructure economics, unlock AI-native production workflows, and position the merged entity as the most technically advanced entertainment company in the world.

Strategic Alignment

Bloomberg reported in July 2025 that Oracle was in talks for a Skydance–Paramount cloud deal worth up to $100M a year. A deal on that scale could bring embedded engineering support, co-innovation on AI production workflows and better pricing across the Oracle stack.

Cost Transformation

OCI's zero egress within interconnect, 30–50% better price-performance on compute, and Oracle licensing advantages could save an estimated $200–400M a year at steady state.

AI-Native Future

Oracle's Agentic AI, Autonomous Database, and GPU superclusters enable Paramount's vision as an AI-native entertainment enterprise — from content creation to personalization.

Current State

Paramount's Multi-Cloud Footprint (March 2026)

Paramount currently operates across two major cloud providers with distinct technology stacks, creating operational complexity and duplicated costs. HBO Max and discovery+ run on Warner Bros. Discovery's separate platform, not shown here.

Google Cloud (Primary — Paramount+)

  • GKE-based microservices architecture for Paramount+ streaming
  • Bigtable for distributed user/session data at scale
  • Pub/Sub for real-time event streaming and messaging
  • Cloud Armor + DDoS protection for live event traffic spikes
  • Multi-regional deployment with stateless pod design
  • BigQuery for analytics and content performance

AWS (Pluto TV + Enterprise)

  • Pluto TV streaming on AWS with separate tech stack
  • ECS/EKS containers for legacy Viacom/CBS services
  • Kafka-based data pipelines for ad decisioning
  • FreeWheel + Conduit ad tech stack (SSP integrations)
  • S3 for media asset storage and CDN origin
  • New Relic for monitoring across services

Migration Architecture

Six Migration Workstreams

Every major technology domain has a dedicated migration workstream with its own stream lead, milestones, and target OCI architecture.

Workstream 01

Streaming Platform

Paramount+, Pluto TV and BET+ are consolidating onto one platform in 2026. Move that platform onto Oracle Kubernetes Engine (OKE) with OCI Media Streams for VOD packaging, then bring HBO Max and discovery+ onto it with the same blueprint.

Workstream 02

Ad Tech & Monetization

EyeQ, Conduit, and programmatic pipelines replatformed on OCI with <50ms ad decisioning SLA using bare metal compute and OCI Streaming.

Workstream 03

Data & Analytics

Unified Customer Graph on Oracle Autonomous DW. CDP migration from Adobe Experience Platform to Oracle Unity CDP. OCI Data Lakehouse replacing BigQuery.

Workstream 04

Customer Experience

Identity resolution, personalization, and recommendation engines on OCI Data Science with GPU clusters. Single sign-on across all properties.

Workstream 05

Media Asset Management

Content library, DRM, and transcoding migrated to OCI Object Storage + OCI Media Flow. AI-powered content discovery and localization.

Workstream 06

Enterprise Systems

ERP, HR, and finance consolidated on Oracle SaaS/OCI. Oracle Cloud Applications for back-office operations with eliminated dual-cloud overhead.

Execution Plan

Five-Phase Migration Timeline

Overlapping phases ensure continuous momentum while minimizing risk. Each phase has clear entry/exit criteria and measurable KPIs.

1

Foundation & Parallel Build

Months 1–6

Stand up the OCI foundation: multi-region tenancies, network interconnect, OKE clusters, and a proof-of-concept media asset migration. Oracle Cloud Lift Services provides embedded engineering support throughout.

2

Streaming Platform Migration

Months 4–12

Move the unified Paramount+ platform, which now also carries Pluto TV and BET+, onto OKE with OCI Media Streams, ready to take HBO Max.

3

Data Platform & Ad Tech Migration

Months 6–18

Migrate the data backbone and monetization engine simultaneously. This includes the critical CDP migration from Adobe Experience Platform to Oracle Unity CDP.

4

AI Layer & Customer Experience

Months 12–20

CDP Migration Phases

1

Discovery & Mapping

Audit AEP schemas, datasets, identity graph, and destinations. Map both platform data ecosystems to the Oracle target architecture.

Weeks 1–4
2

Foundation Build

Deploy Unity entities, configure Infinity collection, build OCI data pipelines. Map existing Adobe instrumentation to Oracle in the tag manager, running beside Adobe until the numbers agree.

Weeks 5–12
3–4

Parallel Run & Cutover

Prove parity on business measures (orders, revenue, video starts, time played) within an agreed tolerance. Cut over one property at a time, media first and identity last. Then remove the Adobe tags and decommission AEP workloads.
